May 1977 A bill for the special law authorizing NACCS passed the Diet.
Jul. The NACCS Founders Committee was organized.
Sept. Establishment of the Nippon Air Cargo Clearance System Operations Organization (NACCS Center) was approved by the Minister of Finance.
Oct. The NACCS Center was established with an investment of 80 million yen (Government: 60 million yen; Private sector: 20 million yen).
Aug. 1978 The import system (Air-NACCS) began operations.
Dec. The Steering Council for Data Processing was organized.
Jan. 1979 The NACCS Steering Council was organized.
Apr. 1981 A Study Group for an Export Air Cargo ADP System was organized.
Jan. 1982 The Export System Development Promotion Committee was organized.
Oct. 1983 The Customs and Tariff Bureau, Ministry of Finance established a Study Group for maritime cargo.
Jan. 1983 The Integrated Import/Export Air Cargo System began operations.
The Direct Interface System began operations (private export operations).
Oct. A Study Group for a Maritime Cargo ADP System was organized.
Sept. 1988 The Maritime Cargo ADP System Development Council was established.
Mar. 1991 The Special Law of Customs Procedures for Air Cargo was changed to the "Act on Processing, etc. of Business Related to Import and Export by Means of Electronic Data Processing System (NACCS Special Law)".
May The Air-NACCS Upgraded Promotion Committee was organized.
Jul. According to Special Law, the name of the Nippon Air Cargo Clearance System Operation Organization was renamed the "Nippon Automated Cargo Clearance System Operations Organization" and received a capital increase through a private-sector investment.
Oct. 1991 Sea-NACCS was put into operation.
Feb. 1993 The upgraded Air-NACCS was put into operation.
Sept. 1994 Kansai International Airport opened (transferred from Osaka International Airport).
Jan. 1995 Operation hours for Sea-NACCS were extended to facilitate rebuilding following the Hanshin-Awaji earthquake.
Apr. A Study Group to upgraded Sea-NACCS was organized.
Mar. 1996 The upgraded Sea-NACCS Development Promotion Committee was organized.
Nov. The outline of specification for the upgraded sea-NACCS was developed by the upgraded Sea-NACCS Development Promotion Committee.
Feb. 1997 Data interchange with "FAINS" of the Ministry of Health and Welfare (currently Ministry of Health, Labour and Welfare) was put into operation.
Apr. Data interchange with "PQ-NETWORK" and "ANIPAS" of the Ministry of Agriculture, Forestry and Fisheries was put into operation.
Dec. The details of specifications for the upgraded Sea-NACCS and outline of EDI were developed by the upgraded Sea-NACCS Development Promotion Committee.
Mar. 1998 Development of the upgraded Air-NACCS was examined by the Steering Council for Data Processing.
Oct. 1999 The upgraded Sea-NACCS was put into operation.
Mar. 2000 The EDI and business specifications for the upgraded Air-NACCS were developed by the Steering Council for Data Processing.
Oct. 2001 The upgraded Air-NACCS was put into operation.
Dec. Following the Reorganization and Rationalization Plan for Special Public Institution (adopted by the Cabinet on December 19, 2001), NACCS was planned to be transformed into an independent administrative agency.
Nov. 2002 Data interchange with "JETRAS" of the Ministry of Economy, Trade and Industry was put into operation.
Dec. The NACCS Special Law was partly revised. (NACCS was reorganized into an independent administrative agency.)
Mar. 2003 netNACCS (the provision of service via the Internet) was launched.
Jul. The "Single Window" System for import/export procedures or port-related procedures (linking NACCS and relevant government system) was initiated.
Sept. The NACCS Center, Incorporated Administrative Agency Founders Committee was held.
Oct. NACCS Center was reorganized into an independent administrative agency.
Mar. 2004 NACCS and the Multi Payment Network were connected.
Sept. Sea-NACCS and the private-sector system "Shimizu Port network system" were linked.
Feb. 2005 The upgraded Interface system was put into operation.
Data interchange with "MOTAS" and "LMVIS" of the Ministry of Land, Infrastructure and Transport (currently Ministry of Land, Infrastructure, Transport and Tourism) was put into operation.
Mar. Two specialized subcommittees were set up under the Committee for Data Processing to examine business specifications for the upgraded NACCS.
Mar. 2006 The outline of specifications for the upgraded NACCS was developed by the Steering Council for Data Processing.
Apr. Sea-NACCS and the private-sector system "TACTOS" (Tachinoura Container Terminal Operation System) were linked.
Dec. Sea-NACCS, Air-NACCS and the private-sector system "CCIS" (Customs Clearance Information System) were linked.
Mar. 2007 The details of specifications for the upgraded NACCS were developed by the Steering Council for Data Processing.
Jul. Sea-NACCS and the private-sector system "CATOS" (Hibiki Container Terminal Operation System) were linked.
Dec. Following the Reorganization and Rationalization Plan for Independent Administrative Agencies (adopted by the Cabinet on December 24, 2007), NACCS Center, Incorporated Administrative Agency was planned to be privatized as a special incorporation.
Mar. 2008 The details of specifications for the upgraded NACCS were developed by the Steering Council for Data Processing.
Apr. NACCS Center formally joined the PAA (Pan-Asian e-Commerce Alliance).
May The Special Law of Customs Procedures through the Electronic Data Processing System was changed to the "Act on Special Provisions for Customs Procedure by Means of Electronic Data Processing System" (privatization of the incorporated administrative agency NACCS Center).
Jun. The NACCS Center, Inc. Founders Committee of stockholders was held (held a total of three times until September).
Sept. The NACCS Center, Inc. First General Meeting was held.
Oct. 2008 NACCS Center was reorganized into a stock company.
The upgraded Sea-NACCS was put into operation.
The portal system for Import/Export Procedures and Port-related Procedures was put into operation.
The method of Real-time account transfer (direct method) was started.
The port subsystem was put into operation.
Feb. 2010 The new NACCS (integration of Air-NACCS and Sea-NACCS) was put into operation.
The trade control subsystem was put into operation.
The "Single Window" system for airport arrival/departure procedures was initiated.
